Try running cmd.exe rather than command.com. It works in XP.

That seems to be the key. Some reason, command.com won't let it work, while cmd.com
works excellently. Why I can't seem to find that mentioned anywhere but here, I
don't know.

I usually enclosed the path and filename in quotation marks i.e. " for example "c:\program
files\microsoft office" that should work pretty fine...
