Question about 'Speed up system restart'

I just wanted to know what Add BootDelay=0 to the [Options] section of C:\MSDOS.SYS does to the computer like not load all the programs when I start-up. I know that it won't hurt my computer but I just wanted to know what it does.

The default setting is BootDelay=2 so setting BootDelay=0 saves two seconds of boot-up
time. Deleting all of the fonts which you don't use is a better thing to do but NOT
those with a red A as these are system fonts.
