Question about 'Dealing with Windows's Advanced Power Management (APM)'

I have a question about Dealing with Windows's Advanced Power Management (APM):

I can't get my hard disk to timeout and go into standby mode. It will go into standby mode via the button on my keyboard or via the shutdown/restart/standby exit menu. My bios is set up for power management and while I had Iomega software on my computer, it has been deleted via the Add/Remove program in Control Panel. I don't know if this problem started only when I upgraded to Windows ME or not, but I know it worked when I was using Windows 98. My monitor times out correctly for any time I set it for. I have a HP computer (4440) Forrest
