I have seen this happen when a virus is removed. The virus had associated itself
so that any program run would also run the infected file.
If you know the name of the virus, you should see if a removal tool is available.
Try http://www.symantec.com/ and search for the type of virus it was. This tool
would not only remove the virus, but also repair the registry.
Failing that, a overtop install may also fix the problem.
