When I try to run OE-6 it freezes and when I press ctrl/alt/del it says msimn not responding, I have tried to run 'regsvr32 msimn.exe' when I do that I get the following error message: LoadLibrary ("msimn.exe") failed. GetLastError returns 0x00000485. I'm running ME and MS download says I already have the latest OE.

Hi Stan,

That error message is explained HERE To save you reading the whole page, hit CTRL+F and then copy paste that "getlast..." error into the search field.
You have two options here. Either extract the missing file from the C:\Windows\Options\Install folder via Start > Run > type "msconfig" > click OK > Extract File (button) > choose the above mentioned folder from the dropdown menu, or download IE6.0 again from HERE When you start the download, choose the "Custom" menu option and choose to just download Outlook Express (it will be in bold type). Choose to overwrite existing files.

Dear Worm, Thanks for your quick response to my help request. I'm trying to save $30 by not having to call MS. I tried both of your suggestions and neither one worked. OE-6 still won't open and msimn.exe doesn't respond. Any new ideas. There is an MS Knowledge Base Article #259927 that tells how to fix this problem using the Registry Editor but I would not like to do that if possible. Also this Article says it applies to Win 98 and OE 5.5 not ME and OE-6. Any new ideas?

Hi Stan,

I can think of two other reasons why this should be happening.
1. Your firewall is blocking the OE launch i.e. preventing it from accessing the internet.
2. You've got McAfee anti-virus installed.

To deal with #1 first, I've often accidentally clicked the "No" button in Zone Alarm Pro when a message has popped up asking me if I want to allow program X to access the Internet when I meant to have clicked "Yes". The firewall subsequently adds a flag to the configuration preventing the program from accessing the Internet. If you happen to be running ZAP as well, click the system tray icon to get the firewall dialog window up > go to Program Control > Programs and delete OE from the list. Even if you're not running the same firewall, you should be able to find a similar menu somewhere.

To disable McAfee, go to Start > Run > type: msconfig and click OK. Click the "Startup" tab and remove the checkmark from every entry that points to McAfee. McAfee is called "NAI" (Network Associates) these days incidentally. Click Apply/OK and reboot. Then try and launch OE again.
If McAfee turns out to be the culprit, you'll have to get a patch from their site if you want to continue using it.

Dear Worm, Thanks again for more suggestions. I used Article # 259927 to fix the problem by deleting and reinstalling undamaged Identities even though it wasn't stated to be used for ME or OE-6. However, and this is very bad for me, all emails in all folders after 10/23/03 seem to be gone? In all of my email folders there are no November'03 emails! I'm debating if I want to pay MS their $30 if they can get them back for me. Any ideas on this new problem?

Hi Stan,

I've never tried this, so I can't say whether it will work or not...but we are now in a desperate situation by the sound of it...

Go to Start > Programs > Accessories > System Tools > System Restore. Choose a Restore Point from the calendar to restore the system to.
This will probably restore the fault again, but your emails should be back (hopefully).
OE stores folders with .dbx extension. So after you're restored the system, go to C:\WINDOWS\Application Data\Identities\{XXX}\Microsoft\Outlook Express (where "{XXX}" represents your unique identity) and then make a copy of all the files that you want to keep.

If there are no files there with a ".dbx" extension, create a boot floppy via Start > Settings > Control Panel > Add/Remove Programs > Startup Disk (tab) > Create Disk (button).
Leave the floppy in the drive and reboot. Choose to Start the machine without CDROM support when you get the menu. At the A: prompt, type "Scanreg /Restore" and hit Enter. Choose a date from the menu before you deleted the Identity file.

It's best not to rely too much on OE folders as a means of storing important mails though. You can drag and drop emails into a folder you create somewhere on your hard drive, or on a floppy disk. Windows will save them with an ".eml" extension. If you double click any of those, they will open in OE automatically.

Dear Worm, I tried that but Restore didn't seem to work? I did put in another 5 hours on this problem and I found out that in the last Identity I was using (that had all my latest emails in many different folders called dbx files) the only folder that was damaged was my Inbox. By deleting that dbx file and reinstalling that Identity I could open OE and see all except my Inbox emails. Then by replacing the blank Win generated Inbox with an Inbox I had earler saved I was able to recover all emails except the those Inbox emails from 10/23 to 12/1. New the new question is: Is there any way to look inside the bad Inbox file and to recover some of the emails inside? Or maybe even fix the damaged part so it wouldn't hang OE. I'll bet a hacker could do it.

Hi Stan,

I can't guarantee that it'll work since the Inbox.dbx file is damaged, but you could try using this utility.

I've read this thread and suggest you try a freeware program called Restoration (Ver2.5.14), it may help recover your data. I think Nonags has it.

outlook keep shuting down because msimn is not working right thank you for your help
