just recently my windows me system boots up and stops at the background screen without
finishing the startup. When I go to the task manager there is only one file listed.
I do not have my recovery disk (lost) and do not know how to fix this problem.

See MS Q273746 - How to Troubleshoot Windows ME Shutdown Problems.
It should help you isolate what is causing the problem during startup.

Since you told us that only one "file" (program) is listed, then you should tell
us what that file is. It might be the problem....
