Sounds like you may have corrupted you Direct-X software and "back leveled" it. C:\Windows\System\D3D8.DLL should have date 12/12/2002 at version 4.9.0.900. C:\Windows\System\DDRAW.DLL should have a date 12/12/2002 at version 4.9.0.900. If both do not have the same, then try installing it from the Windows UpDate along with all the other Windows ME updates and security updates, or downloading Direct-X 9.0b from here and installing it over your current mess.
