Hi all,
The command 'regedit' from the start =>run is failed to run.
Eorror message : 'regedit' has been locked by adminstrator.

C:\WINDOWS\REGEDIT.EXE , Try extracting another regedit.exe from the WIN_16.CAB Folder
to a download folder and see if it will run from there.

Scroll to the bottom of this page and download Fix-Exec.inf.
http://home.earthlink.net/~rmbox/Reticulated/Only_IE.html
Then, on your PC, select the file, right mouse, install.
This will fix the error.
BUT, it is most likely Spyware or a Virus that has locked it in the first place.
Run this online virus check.
http://housecall.trendmicro.com/
And download and run SpyBot to check for Spysware.
http://www.safer-networking.org/

Regedit will be ok.
Did you run the AV and Spyware checks?
