Scandisk: Thorough runs on startup

I've seen this posted before, and on other sites too, but nothing seems to have worked
for me. No matter how I turn off the computer, it always restarts with scandisk:
thorough on startup.
msdos.sys did not work...
registry editor did not work...
it wasnt a scheduled task and

nevermind, I tried Start>Run "msconfig" Advanced>Disable Scandisk after bad shutdown.
Which is strange because I already made the same change, only manually, in msdos.sys
and the registry editor.
