Well recently, whenever i have programs running with a button in the system tray or when i minimize a site, i can't restore or maximize it again by clicking the task bar buttons. I have no idea why this happens. Does anyone know the program which runs task bar or something so i can check if it is runnung at start up?

I am not sure if it is one of the kernel support DLLs or Explorer that handles the Task Bar, but it is either started or it is missing. Not a sometimes thing. The only thing you can control is if the SYSTRAY part is started in the MSCONFIG startup list. And I assume you have not disabled that.

It is more likely that some program is causing Explorer or IE to hang.

For example, if Internet Explorer can not delete its Temporary Files correctly, they build up to the point that IE windows start to hang, and the thread can not respond to your click command to maximize the window. To clear this problem you have to Delete the Temporary Internet files. Some times it is so bad you have to use a manual procedure like DELINDEX.BAT to fix the problem. Corrupted Cookies can do the same thing to IE, same solution.

Many of the ADware/Spyware program, browser hijackers and Virus and Trojans often cause the same type of problem. They hang other programs, like IE, OutLook, and cause them not to respond. So you have to check for and remove all of these. It is a never ending task to keep your system clean.
