No taskbar or Icons

My buddy asked me to look at his computer. I know nothing about Windows Me. I actually am kind of a novice with all Windows but I said I would try. He said he thinks he had a virus because 1st the mouse got jumpy. Now he has his background but no icons or taskbar. I restarted it several times hoping it might startup right once with no change. The mouse seems to move smoothly now although sometimes it makes a buzzing noise. At the times when it makes the noise Ctrl Alt Delete does not work. He can not find his original CD or we would just reload Windows. It may be time for a pro.

I guess the background that shows now is an older one . He sais he was running Spybot and it started doing repairs. In the middle the computer locked up. It was then that this old background reappeared and the taskbar and icons dissappeared

Try booting into Safe Mode. (Hold the right Ctrl key down be for the initial Windows ME splash screen come up, and select the Safe Mode option.)

From Safe Mode you can run SCANDISK first and then other scanning programs.

Serveral boots into Safe Mode and then normal mode might fix a few problems.

I tried that. Same thing in safe mode. Is there another way to make that scan disk run.
