Uninstall Outlook express with patch Q823353 update from Internet explorer

I never use outlook express and there are four vulnerabilities associated with it.
Have tried to uninstall but get an error message as follows:
INTERNET EXPLORER Q823353 UPDATE
There was an error trying to uninstall this patch
What can I do to uninstall it?
