You need to boot with a ME startup disk, in order to get to the command prompt on
a Windows ME system.

I can't get Windows to fully load. I don't have a Windows Me or 98 startup disk.
Does anyone have access to one that I can download?

You can create a startup (boot) disk on another machine: Get a blank floppy diskette
and stick it in the drive. Go into Add/Remove programs. Click the startup disk tab
and choose Create disk.
Or, download an image of a ME boot disk from Bootdisk.com
and create one.
