Can't restore settings

My system crashed after being shut down improperly and it's really messed up. There
is no mouse detected when started up and everything is in 16 colors. I'm trying to
do a system restore, but my system is freezing in the middle of the restoration process.
It says the program is not responding. Any suggestions?

Boot the system from a Windows ME startup diskette, and run ScanDisk on the whole
drive. Make sure there are no errors on the drive.
Then from the DOS A:\ prompt run SCANREG /restore
and from the small scroll window, select the date of the last time the system was
booted OK (the day it crashed). After running, remove the diskette and reboot the
system.
