The cmdminst program is the program that drives the PnP startup of most
of the hardware device drivers during booting.
So it is real important and you need to be a lot more specific about what is happening.
Are you getting an error message about it or is the system just hanging with it shown
running in the Task list.
Most common cause of it hanging is a failure of one of the many PnP "adapter"
on the system board. Or the BIOS PnP DMI getting messed up. (Can also be cause by
a corrupted device driver being loaded.)
Start by booting into the System Board BIOS CMOS Setup. Usually the Del key or
one of the function keys (like F2 or F10) on the Dell machines. Check the system
documentation on how to do it. Look through the BIOS settings for one that says something
about "PnP Configuration Data" or DMI or ESCD, and then Enable the Resetting of it.
Then exit the BIOS CMOS Setup program with the option to save the setting. About
half of the time, this will clear the hang problem by either resetting the DMI information
so that correct information is built or built to ignore a failing part of the hardware.
