i just bought a computer for $3 and it authenically ran on ME but it looks like someone deleted the operatign system , and when i turn it on it says "invalid system disc " or " disc I/O error"

Neither the PC nor its operating system is necessarily a "free" item. There are Linux OS' that are free to make downloads of, then you pay for it in terms of a steeper learning curve before you can get use out of it. Windows is copyrighted; neither you nor the original owner of the PC you bought can legally make new copies of Windows in order to use them on another computer.

You can go to Half Price Books and buy the Windows98 operating system, when they have a copy, or look on the Internet for one or another of many dozens of surplus and overstocks dealers who are selling it. WindowsME was an unpopular version of Windows, and not easily replaced.

Linux would be a good option. You need to get into the bios and get it to boot from the CD Drive. Then download and burn Linux onto a CD and install it. Sounds like the disk drive is bad, damaged, not plugged in or missing. Which might explain the price you paid for it. Old machines are often sold for low prices like that after usable parts are taken out and replaced with defective ones. Bought for what parts can be used from them. If you have experience in fixing old hardware, you know how to boot the system with a Windows boot diskette and check what hardware works and what does not. Sounds like the processor, some memory and the video adapter is working anyway.
