HELP! I re-booted my computer one time when it had frozen and now every time I boot the windows sound plays and the desktop wallpaper comes up, but no start bar or desktop items. What do I do? THANKS for reading and ANY help at all ........Tayler........

Reinstall Windows, unless you have a restore point to go back to. It's too late to try restoring a registry backup, which probably wouldn't work anyway.
