Today is what Windows is programed to change back Clocks. Congress changed the day
to next weekend, until they decide to screw around with the Time when they get bored
again. You may be able to find a patch, but I just turned off the Daylight savings
time setting, and do it manually. It takes about 15 seconds out of your life to set
the Computer clock a couple times a year.

Since Win 9X is out of support now, you won't find a patch for it from MS. There
were some third party utilities that would work, but haven't used any on Win 9X for
a long time. You may have to update it manually from now on as was previously posted..
W2K and XP are the only ones patched that I know of but then they have a built in
service for synching time anyway so it isn't as big of an issue, unless the time
service is stopped in them...

If you were in England or Australia, or one of the many other countries which retain
the final Sunday in October as the day for changing back from summer time, then your
PC would be doing its job properly. :-)
I use the program Atomic Clock Sync to set my PC's clock correctly, by syncing to
an on-line clock. It has to be run manually, and I usually find I need to use it
at least once a week. So that eats up 15 seconds each week.
