You might try turning off web content, rebooting, then re-enabling web content. This might correct any problems with the web content settings.

To do this, open any folder in Windows Explorer and go to TOOLS > FOLDER OPTIONS. Under "Active Desktop" select "Use Windows classic desktop", and in "Web View" select "Use Windows classic folders", then click on "OK". Then close down normally, and restart the computer. Then re-enable web content by reversing the above adjustments.

Selecting "restore default" will always restore the default image defined in the registry. If no image is defined there as the default, selecting the default may have no effect.

Alternatively, try re-register the system DLL files:

Go to START > RUN and then type:

  regsvr32 urlmon.dll

Press Enter. You should see a brief message that the dll has been successfully registered.

Do the same with the following, one at a time, pressing enter after each:

regsvr32 Shdocvw.dll
regsvr32 Actxprxy.dll
regsvr32 Oleaut32.dll
regsvr32 Mshtml.dll
regsvr32 Browseui.dll
regsvr32 Shell32.dll

Then download/install this Microsoft patch, it'll install DLL files that are compatible with Win98:

  MCREPAIR.EXE

Answer YES when prompted to replace a Newer file with an Older version.
