That is probably a function of a special Keyboard Driver you have installed, but
suspect if Outlook was your Default Email, then that would be the thing to look at
doing.

I have heard if you Install Yahoo Messenger, then a side effect is it is suppose
to put Yahoo Mail in that area of Internet Options, I even undestand for those like
Me that hate Yahoo Messenger that if you then uninstall Messenger the Yahoo Mail
option is left behind for you to still use.
Never tried it though Myself.
If you are desperate enought to try this, Post back with your results.

Editing the Registry manually

To change the default setting that controls which e-mail program opens as the default
mail program, edit the Windows registry manually.
In Windows ME, this function is controlled by the following key in the registry -
HKEY_LOCAL_MACHINE\SOFTWARE\Clients\Mail
Note: Make a backup of your Registry before making any changes! Go to START > RUN
and type SCANREGW then click OK to open the scanreg program, and use it to create
a backup of the registry.
Note: Make sure you are familiar with the command SCANREG /RESTORE and are comfortable
with booting to DOS to use that command, before making any changes to the registry!
To set a particular e-mail program as the default program -
1. To open the registry editor go to START > RUN, then in the box that opens type
REGEDIT then click OK.
2. Use REGEDIT to navigate to the above key in the registry.
3. Edit the value entitled (Default) to read, for example, "Outlook Express". You
do so by right-clicking on (Default), then clicking MODIFY, then making the change,
then clicking OK. Then close REGEDIT.
Other changes may be necessary, in order to correct any faults that exist in your
configuration. For instance, you may wish to delete a sub-key entitled YAHOO MAIL
left behind by a defective uninstall of that particular program.
