I built a new compter with 2.4 GHZ quad proccessor and xfx 680i motherboard and installed windows ME. After installing it will not boot when it restarted itself. Also will not even start in safe mode.

Issues with processors over 2.1 gig (although it was supposed to be fixed in ME) 
and over 512 meg of memory.  Most if not all newer hardware won't support Win 9X. 
 Depends on your new machines total specs and whether the motherboard manufacturer 
supplies Win 9X drivers.  Doesn't sound like it if it is acting like this.  My older 
motherboards will also act the same if I have over 512 meg of RAM even when the ini/reg 
hacks are done.  A fairly well known issue with some boards, especially some server 
class boards (like the older ones that I have)..

I would install XP. WinME or 98 is OK for older Hardware, but a waste time on a newer Computer.
