Can't connect to Internet after reformat

I recently reformatted my Dell computer, however I am no longer able to connnect to the internet. I removed the ethernet cards prior to and then reinstalled them after the format. When I use my IP address in the TCP/IP Properties section I get an error message saying "Error DHCP Server Unavailable" when I try to release and renew in the winipcfg window. I am able to ping the IP address but am unsure how to connect to the internet. I've, also, tried obtaining an automatic IP address but that doesn't help either. Any help is appreciated.
