Millenium Edition has System File Protection, a feature that starts with Windows
and runs as a background task until you shut down.
Choose Start > Folder Options > View > Show hidden files and folders. Click OK.
Look in the Windows\System\sfp folder for the text file sfpdb.sfp
That will give you the list of the files being protected.
In the same folder, the text file sfplog.txt will have a record of SFP actions.
SFP protects the operating system but can cause application problems if the app has
not been specifically designed to run under ME. After the app installs, SFP
will delete .dll, .ocx, .vxd and .drv files the app needs to run and replace them
with the versions it protects.
Pgs 193-195 of Windows Me Annoyances shows how you can uninstall SFP, which also
uninstalls System Restore and disables the Help shortcut in the Start menu. It's
a one-way trip so do some research and be sure you understand editing the registry
and the consequences of the choice. In brief, you run regedit and expand the key
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uininstall\PCHealth
Double-click on the UninstallString value, copy the text to the clipboard, and click
Cancel when done.
Paste the string into Start > Run > Open and click OK. This runs a hidden uninstaller.
Reboot for the changes to take effect. You can then delete the \_RESTORE\ folder
which will give you back up to 12% of your available hard disk space. Since SFP will
not be running, you should also see an increase in available system resources.
The consequence is a step backward toward Windows 98, with more personal control
but also the risk that you will sooner or later break ME and have to manually replace
files. If that makes you uncomfortable, you should not disable SFP and System Restore.
If you do it, back up everything before you begin, and think through what you will
do if everything goes horribly wrong.

No, Windows ME doesn't have System File Checker. If you need to extract a file, you
can do that using MSCONFIG. What is it you need to do?

"In Windows Me, System File Checker was replaced with System File Protection (SFP).
Similar to Windows File Protection, System File Protection offered real-time protection.
The stand-alone SFC utility was removed and not available on Windows Me."
http://support.microsoft.com/kb/274090
"There is no need for the Sfc.exe tool in Windows Me because SFP is always actively
scanning the computer for file changes. Because of this activity, and because the
files monitored by Sfc.exe and SFP are similar, the Sfc.exe tool is not necessary
in Windows Me, nor does the option to run this tool exist."

You'll have to ask Microsoft, why ME doesn't have SFC. However, in WinME you can
use MSCONFIG to extract individual files. But it's easy to repair ME, by doing a
reinstall using the CAB files on the drive.
Btw, one also has to wonder why Win2k doesn't come with a MSCONFIG, but you can get
a copy of XP's and use it on ME.
