hey i just wonding is the a program that will allow programs that only run on windows 
xp/vista work on windows 98/me. i seached google and a few sites and found nothing

No...  The programs that are written for NT systems are programmed differently and 
have requirements that Win 9X can't provide.

When you do find programs that can run on both, it's only because the installer can 
select the proper files and configure the software to run in either one.  When the 
software maker doesn't include the proper files and setup for either type of operating 
system, then you are may be able to run some Win 9X software through compatibility 
mode so that NT can simulate a Win9X environment.  Doing it the other way around 
is impossible for the most part as Win 9X hasn't the ability and the required system 
componants or the system construction to simulate a W2K/XP/Vista environment.

Yes Dan its called a dual boot system. You have WinME on one drive and WinXP on another 
and you choose which drive you want to load depending on what programs you want to 
run.

It depends who makes these programs. I make programs that run on any Windows system 
even Windows 3.1 if you have it installed.

Yes, if you design it that way, but Win 9X support is being dropped in major applications 
more all the time.  The old ways of programming are falling by the wayside, security 
reasons being one of many.  Kind of along the same line as DOS support being more 
limited in Vista 32 bit than it is in XP and totally gone in Vista 64 bit.  If the 
operating system doesn't support it, no way will it run "natively".  Notice I said 
"natively"..  ;-)
