I presume you have the installation CD from your ISP?

Or don't you have an ISP?

Make sure that all DSL, modem and RJ-45 cables are connected to and from the PC. To make sure they are click on the Internet Connection icon of the Control Panel. If any cable is disconnected it will be shown with a red X letter big enough for you to notice.Push each of the above cable until the red X disappears from the Internet Connection icon either in the Control Panel or on the Internet Connection icon on the far right hand side of the taskbar. i hope this helps. cheers and have a nice day!!

Personally, I would have either ignored the incomplete query, or simply not attempted even any unspecific answer, unless / until better information was provided by the OP.

In Windows ME the internet connection wizard is accessed through the "Dial-Up Networking" option in the Windows control panel (there is no such option as "Internet Connection").

Go to START > SETTINGS > CONTROL PANEL > DIAL-UP NETWORKING and click on the "Make New Connection" icon.

Alternatively, use the "Internet Connection Wizard" option in Internet Explorer 6 to sign up online for a new Internet account:

1. Double-click on the following file to open the wizard -

"C:\Program Files\Internet Explorer\Connection Wizard\icwconn1.exe"

2. Select "I want to sign up for a new Internet account", then click "Next".

3. A dialogue will pop up (if applicable) stating that you already have an Internet connection, and asking if you want to continue. Click "Yes".

4. Insert the Area Code and Number of your telephone line, and your Country (or check them if the wizard has already inserted them), then click "Next".

5. Wait, while the computer dials a freefone telephone number and downloads details of all available Dial-up and Broadband internet packages for your Country.

NB: Your modem must be installed, and connected to your phone line. In the UK, the number dialled is 0800 0151135.

6. Review the downloaded details, and select a package. Then click "Next".

7. Complete your personal details and click "Next".

In this way, a Dial-Up service can be subscribed to on a "Pay As You Go" package EVEN if you don't have a startup CD from an ISP.
