ATI drivers?

I tried to install the CAT drivers for my ati 9800 pro and it tells me to setup the
standard VGA drivers first. Doesnt windows do that for you ?
I disabled the 3d card and reinstalled it... the resolution changes but i still cant
install d card drivers. :(
