That was an attempt from Microshow to imitate Linux's way to handle files, folders
and mounted devices, wasn't it?
I had a similar problem in Linux. All I had
to do was to modify the /etc/fstab file to obtain full access over hda6(fat32) as
non-root user. Windows keeps its settings in the Registry. Take a look runnimg SystemRoot\Syswow64\REGEDT32.EXE
(Win32OnWin64 registry) and/or SystemRoot\REGEDIT.EXE (native Win32 or Win64 registry).
Probably Vista keeps some locked devices under HKLM\SYSTEM\(ControlSets).
