If you can start to MS DOS on a floppy or flash drive (if your lappy has the ability 
to do one or the other or both), or some other offline OS (say BartPE), you can see 
if shift is working in those OSs.

Or just start into the BIOS setup utility.  IIRC Dell BIOSs use the shift keys for 
working in the BIOS so see if they work there.

If keys work everywhere else but Vista, then Vista's the culprit.  If they work nowhere, 
time for a new keyboard as Steve pointed out.
