I attended a MS Vista/Office 2007/Exchange Server 2007 Launch Event today and that
came up as a topic.
The presenter explained that Vista Business was the edition of Vista included because
it was expected that registered partners would be more likely to use Vista Business
rather than Ultimate in their own operations, and more likely that their small business
customers would be using Vista Business than Ultimate.
Systembuilder/OEMs have no need for ActionPack software to use on test computers
since standard testing and deployment procedures using sysprep allow up to 60 days
for testing before a given installation has to either be activated or removed. Copies
of Vista obtained thru normal distribution channels can be used in this manner.
If there was a need for pre-Launch testing or training, then Beta and RC versions
could have been used for early testing, and RTM copies of Vista have been available
in normal OEM distribution channels for two weeks.
