Vista has what looks to be reasonably good parental controls:

The bad news is that since the controls are based on Windows User Accounts, the parents 
that don't have a password or a good password on their accounts, or have their passwords 
written on Post-It Notes stuck to the monitor, will find the controls to be ineffective.
