Possible, but the MS article isn't specific to the version of IE, they could mean the 32 or 64 bit versions of the Phishing filter. Also, I saw the exact same behavior with Windows XP 64 a year ago, long before IE7 or the Phishing filter existed. I've seen the same thing happen too when using WMPlayer, which is 32 bit, on a 64 bit operating system. It only seems to happen when there is an interaction between the 64 bit explorer.exe and one of those 32 bit applications.
