DIfference between ms virtual pc 2007 and dual boot pc

I got new pc presinstalled with vista and alot of my harware doesnt work. So i want to put xp on it. so is microsoft virtual pc like running xp from WITHIN vista? and if so, does this mean that ALL my hardware will work when i go to virtual xp? Finally i noticed that the demo on ms site says "any licensed version of windows will work on virtual pc". but in order to get xp on my new dell i have to use the xp reinstallation disc from my old system. --is that illegal, and will it work? thanks for any help!
