Look under Tools (the gear icon) or right click on a blank space on the upper toolbar and check Menu to get the classic menu items back. If you're using another browser instead of IE7, the phishing filter has nothing to do with your issue. I haven't noticed the same issue with mine with phishing filter enabled. Another possibility; some antivirus programs may slow things down. I don't normally tell someone to disable their antivirus app but doing so temporarily might reveal if it slows your connection (if that is the cause, find something else). Vista also has two-way firewall capabilities. You might want to check the settings there as well.
