Cannot Delete MSN Fodler in Vista

In Windows Vista, there is a MSN folder that resides in the Program Files folder. No matter what I do, I cannot delete this folder. Inside it, is a 3 meg installer for what I'm assuming is simply MSN's service. However, it is not an installed program and just sits there taking up space. I have tried to delete it through safe mode with no luck. I have tried to delete it from inside another operating system with no luck. It has some kind of impervious block on it, and no permissions settings resolves it. I know it's just 3 megs, but it's enraging that Microsoft is basically telling me what I should have on my drive. Is there anyway to get rid of it?
