I too had this similiar problem with MY DELL and they too couldn't help. But I ran
the sfc/runonce from the
Command line and put the soft ware back in and that fixed MY PROBLEM. But mine happened
on a update
so I put back the old software. Also It might be that
you have a MSXML problem.
