Cannot place desktop icons close to taskbar

Hi guys: This has me so irritated. Have taskbar on bottom, medium icons, Auto Arrange off, Align to grid on. Only Recycle Bin lines up close to the taskbar, and *only* at far left, center or far right . All other bottom icons line up WAY above the taskbar. (2 1/5 icons distance vertically) Side and top icons line up fine, close to screen edge. Changing the vertical spacing has no effect. Hate to turn off align to grid - what the hey is the problem here?
