Select "Windows color and Appearance" and at the bottom of the next window select "Open Classic appearance properties for more color options". Click on "Advanced", then open the "Item" drop down menu and select either one of the Icon Spacing options. You can play with the spacing to possibly get your icons closer to the taskbar. You can also try some of the other settings. Be sure to write down the default sizes just in case. Good luck!
