Reinstalled Vista Home Basic, no Administrative Tools>Computer Management>Local Users and Group

Dear All, I clean reinstalled Vista Home Basic yesterday. When I tried to set the network, I could not find "Control Panel > Administrative Tools > Computer Management > Local Users and Groups" entry. How can I add that entry to Control Panel items after installation completed?. Thanks in advance. Best regards, Amri
