When Ease of Access Center appears as an option, click it or just press Enter. Choose Use the computer without a mouse or keyboard. If Use On-Screen Keyboard is checked, that’s why it keeps coming up for you. Uncheck the box and hit the Save button, and you’ll be On-Screen Keyboard free again.
