Jeff,
I know you say Best Buys policy is 14 days, what about your consumer rights? A company
cannot overwrite the laws cause they want to, they can extend them though.
Not sure where in the world you are, but if in UK give trading standards a call.
They enjoy getting there teeth into this sort of thing.
It sounds as though your PC is full of incorrect drivers, thus stopping it booting
