Unable to use LARGE icons in my Start Menu

Vista SP1- I am trying to configure to use large icons in my Classic start menu. When I uncheck "Show small icons in Start menu" I then have large icons, as I want. However when I reboot the small icons are back and the "Show small icons in Start menu" box is checked again. When I change to "regular" Start menu and check "Use Large icons" I am not able to get any large icons. When I go to HKCU-Control Panel-Desktop-WindowMetrics and manually edit the registry (Shell Icon Size) that doesn't help either..... Anybody have any ideas?
