Lots of options to transfer data

Connect the two computers using a network/RJ45/Ethernet crossover cable and set up 
a network on both computers

Connect both PCs to a router and set up a network with file sharing (both computers 
could then use the internet)

Transfer to an external hard disk (usefull for keeping backups in the future)

Copy everything to DVDs. (depends on how much data you have)

Transferring settings isn't that easy - it will depend on what settings you mean.
