I don't think you can stop it, my laptop does exactly the same thing if my main desktop 
XP machine is turned off, all I do is click the X to close the message and it doesn't 
bother me again. 
It obviously doesn't annoy me as much as it does you though, maybe someone out there 
knows how to turn it off and hopefully they'll post the fix for you.
