Unable to establish VPN or L2tp to connect to work

When I loaded Vista several months ago, I was able to establish a VPN connection to work. Then, I was unable to connect (unable to find host or cannot autheticate) for several months. Then able to connect when I used the IP address name, but this lasted only a few days. I have corrected the problem with 1723 port issue on the firewall (Norton). When troubleshooting the VPN, I found that the virtual adaptor was not started. I manually started it and still the problem. Then I found that the VPN was not enabled in the device manager. I corrected this and again no luck. Then I had to go to the Network Manager to active the network connection. Twice correcting all of these worked. However, I have not been able to use these steps to connect the VPN. I uninstalled the Cisco VPN provided by my work and tried to set up a L2tp connection that has worked for the IT people on their home machines. I set this up and it worked ONCE! IT tells me that they do not support this because I am using Vista and not XP. Interestingly, I am able to establish a VPN connection when I connect my laptop over the wireless network at home. It is the destop that is the problem. Any ideas? I have tried most everything. Thanks
