Taskmgr is not disabled on my system, the problem is that it won't start when the 
system is locked up in certain ways.  It looks like it takes a lot of resources to 
launch, and when they aren't there Vista does not give it enough priority to run. 
 I don't really know anything about it, just saying that's what it looks like.

FWIW, I downloaded the KillProcess app which is a lot smaller.  I also learned about 
the tasklist and taskkill DOS commands, which could help if there's enough slack 
available to start a DOS window.
