Cannot access Appearance and personalization in windows vista

Hi I was wondering if I could get some help with my problem I've been having lately.
The problem is that when ever i try and right click on my desktop to personalize,
the window comes up but it quickly goes away. so when i go into the control panel
and try to change it from there i get this message:
windows cannot find
shell:::{26EE0668-A00A-44D7-9971-BEB064C98683}\1\::{ED834ED6-4B5A-4b...\pageWallpaper
I would appreciate any help at all thanks.
