Can't pick default apps

I'm using Vista Home Premium 64-bit. I have Administrator rights—but for some reason, Vista has stopped letting me choose default apps for file types.

I right-click a file that can be opened (.txt, for example). The "Open With" window appears, showing the currently-associated app and (usually) a couple of other choices. I click Browse and select another app—but then, when I click OK and return to the "Open With" window, the app I selected has not been added to the list.

Any idea why this would start happening, and what I can do about it? Thanks.
