That is one of the few things that irritate me about Vista. You  only have some (most) 
of the Admin rights. The actual Administrator accounts is hidden and can be brought 
to the surface, but lets See if we can get you what you need without that.

Go to your Icon's properties then to 'Security/Advanced and select the user you want 
to restrict, then edit. If you can't get these to stick, then go to the 'Owner' tab 
and you can alter the list of those who can eve open the icon/program.  See if that 
puts you in control.

Things start to get shaky by changing other things like UAC and Opening the real 
Admin. Account, so try to avoid those or you could be back here asking why something 
else quit working!
