Internet Explorer Not Working

I have recently purchased a laptop with Windows Vista, and it has been working fine until a couple of days ago. I am able to access my email with no problem but Internet Explorer does not connect to the Internet (it just says "connecting" but never does). I have tried a System Restore, and have restarted in Safe Mode and tried to return to the Last Good Configuration. Neither of those have helped. I have also run anti-virus and spyware with no problems detected. Any help most appreciated.
