Delete Error: File currently in use

While I was trying to download a video player and converter named SUPER by Eightsoft my interner messed up in the middle of the downloading so the progress bar got stuck and I clicked on cancel. However, a portion of the file already downloaded could not be deleted it keeps on saying that the file is currently in use by another program. I have already restarted my computer and have also tried it in safe mode but to no avail. Pls help. I dont want to reformat my computer for just one file. So annoying.
